James (Jim) Hart is a seasoned management professional with over 20 years of experience as an elected official, party organizer, strategist, fundraiser, trainer and spokesperson on a variety of legislative and policy issues. He served as the Reform-Conservative opposition critic on military and international matters between 1993 and 2000. Mr. Hart brought his political, management and governance experience to international development in 2004. In Georgia and Iraq Mr. Hart has developed significant and strategic relationships with parliamentarians, government leaders and civil society for the purpose of strengthening the institution of parliament.In 2008 Mr. Hart joined the USAID funded Legislative Strengthening Program as the Director of Legislative and Institutional Development in Iraq. In his role, Hart managed 3 of the 6 program objectives. Mr. Hart engaged the chairman and offered advice and recommendations for the establishment of the Center for Parliamentary Development and provided technical assistance to the interim board and interim executive director of the center. In addition, Hart oversaw the capacity building team that has engaged over 1000 participants in training programs designed to develop employee skills and improving the legislative process. In 2005, Georgian Technical University conferred the title of Doctor of Laws to James Hart for his work strengthening democracy in the Parliament of Georgia.
From 2004 -2007, Mr. Hart worked with the National Democratic Institute as the Senior Parliamentary Program Director in Tbilisi, Georgia on USAID’s Parliamentary Oversight, Responsiveness, and Transparency (PORT) Program. Mr. Hart engaged senior parliamentary officials including the Speaker and was called upon as a parliamentary advisor. Hart has designed and implemented programs aimed at enhancing MP and staff skills and has overseen activities to improve committee operations, advance outreach to the public, boost research capacity and further parliamentary oversight of the executive branch.
Jim Hart was born in Edmonton, Alberta, Canada in 1955. He was educated in Calgary, Alberta Canada and completed his military training at Fleet School Halifax, Canadian Forces Base (CFB) Borden and CFB Esquimalt. He completed his broadcasting diploma at the Columbia Academy of Radio and Television Arts in Vancouver, British Columbia in 1981. In addition, Mr. Hart has studied at the Canadian Securities Institute, completing the Canadian Securities Course and the Ethics, Conduct and Practices Program required courses for licensing as a stock broker in Canada.
In 2005, Georgian Technical University conferred the title of Honorary Doctor of Laws to Jim for his work strengthening democracy in the Parliament of Georgia.Mr. Hart was elected as a Member of Parliament in 1993 and re-elected in 1997 securing an overwhelming majority in the nomination and on Election Day. As a member of Canada’s Official Opposition, in 1998 he was elected, by his peers from all parties, as the Vice Chairman of the House Standing Committee of Defense and Veterans’ Affairs. As well, Hart was appointed and served as the Chief Opposition Critic for Justice and Chief Defense Critic. Mr. Hart was active in House of Commons international affairs serving as an executive member on the Canada/Japan and the NATO Parliamentary Associations and represented Canada in many overseas parliamentary delegations from 1993-2000.
